Blizzard has announced that certain buffs and debuffs aren't tracking correctly with the Cooldown Manager.
They are currently working on a fix for the issues.

We've identified an issue with the Cooldown Manager where certain buffs and debuffs aren't tracking properly for friendly players and on enemy player nameplates.
We're working on fixing the issues and will update this thread after the fixes are live in-game.
