Crest Costs for Gear Upgrades No Longer Scale on 12.1 PTR

On the Patch 12.1 PTR, the crest cost for upgrading gear no longer scales — each upgrade level now costs a flat 20 crests.
We previously discovered that scaling crest costs were present on the 12.1 PTR again. It's clear now that this was not intended, as in today's development notes, Blizzard mentions that this was an issue and that crests have flat costs.
Many players were concerned at how much of an advantage this would give to raid players, especially when combined with the End Game Gearing changes coming in Patch 12.1.

- Fixed an issue where upgrading gear had scaling upgrade costs. Gear now has flat costs to upgrade each track like in Midnight Season 1.
