Patch 12.1 PTR Hotfixes - Freightrunners Nerfed and Small Class Tuning

Last night, a few hotfixes were pushed to the Patch 12.1 PTR which nerfs the Freightrunners trinket, and applies a little class tuning.
Trinket
- Freightrunner's Flask scaling nerfed
- Crit nerfed by 32.5% at Myth 6/6 Item Level to 689 (was 1020)
- At Champion 1/6, it's now a slight buff
Evoker
- Twin Flame damage reduced by 20%
- Consume Flame now heals for 240% of the consume (was 300%)
- Consume Flame no longer ignores Caster healing modifiers.
Shaman
- Ride the Lightning damage increased by 59%
